Summary
Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administration's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Amends the Housing Act of 1959 to remove the power of the Secretary of Housing and Urban Development to issue obligations for purposes of offering loans for housing for elderly or handicapped families.
