Summary

Lower Yellowstone Reclamation Projects Conveyance Act - Directs the Secretary of the Interior to convey to: (1) the government of Richland County, Montana, specified property in such County; and (2) the Lower Yellowstone Irrigation District No. 1 (Montana) and the Lower Yellowstone Irrigation District No. 2 (North Dakota) specified property in Dawson (Montana) and Richland Counties. Requires the Secretary to accept a separate specified amount from: (1) the Savage Irrigation District equal to the current value of the remaining water supply payment obligation under certain contracts as full payment of such District's share of the construction of the Savage Unit; and (2) the Pick-Sloan Missouri Basin Program power beneficiaries equal to the current value of the aid-to-irrigation payment obligation as full payment of aid-to-irrigation associated with the Unit's construction. Provides related requirements regarding recreation management and Pick-Sloan pumping power service. Requires the Secretary: (1) to provide fish protection devices to prevent fish from entering the main canal of the Lower Yellowstone Irrigation Project and allow bottom dwelling fish species to migrate above the intake diversion dam on the Yellowstone River; and (2) at least two years after the completion of construction of the fish protection devices, to conduct a monitoring plan to measure their effectiveness.
