Summary

Provides, under the Mutual Security Act, that no nonexcess or excess local currencies may be made available to any Member of Congress or Congressional committee employee for local currency expenses in any foreign countries if such funds are made available for such expenses from the U.S. Government, any foreign government, or any private source. States that Congress may appropriate no funds for such purpose if unds for such purpose are made available from any foreign government or private source.
