Summary
Youth Access to Firearms Act of 1999 - Amends the Brady Handgun Violence Prevention Act to prohibit the sale, delivery, or other transfer of any firearm or ammunition (currently, any handgun or ammunition suitable for use only in a handgun) to a person who the transferor knows or has reasonable cause to believe is a juvenile. Makes exceptions with respect to: (1) a rifle or shotgun from a family member; and (2) the temporary transfer of a rifle or shotgun for hunting.
