Amends Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to direct the Secretary of Health, Education, and Welfare to provide for the making of benefit payments to a person interested in the welfare of a recipient where such recipient is medically determined to be a drug addict or an alcoholic, and determined to be not financially responsible by a court of competent jurisdiction.
