Summary
Modifies the Burlington Dam project in North Dakota to provide for: (1) the construction of a flood water diversion tunnel from the Des Lacs River Basin to Burlington Reservoir; (2) the acquisition of wetlands for fish and wildlife mitigation; (3) the modification of Lake Darling Dam and the Upper Souris National Wildlife Refuge; (4) a compensatory payment to Canada for project-induced flood damages; (5) the acquisition of flowage easements downstream from such project; and (6) the construction of flood protection works at Velva, North Dakota. Requires local interests to provide land for, and maintain, local flood protection works.
