Summary

Amends the Federal Water Pollution Control Act to authorize municipalities within the Great Lakes basin to apply for technical and financial assistance from the Administrator of the Environmental Protection Agency to implement source reduction of toxic pollutants in urban runoff, wastewater, and stormwater. Makes eligible for assistance municipalities that submit a statement: (1) stating pollution reduction goals; and (2) documenting stakeholder interest in implementing voluntary pollutant reduction measures. Requires the Administrator, for eligible municipalities, to: (1) provide technical assistance in the development of a municipal source reduction action plan; and (2) authorize the expenditure of State revolving fund monies for such plans.
