Allows the agreement to provide that: (1) the Secretary will pay the Department an annual fee in an amount not to exceed expenditures by the Secretary for maintenance, operation, and administration of the NPS units during FY 1994; and (2) if after a number of years stated in the agreement, it appears that such annual Department costs have exceeded and will continue to exceed such annual payment, the Department will be permitted to charge the public entrance fees and user fees for such NPS units in reasonable amounts agreed to by the Secretary.
