Summary
Amends the Pacific Northwest Electric Power Planning and Conservation Act to require the Administrator of the Bonneville Power Administration to make annual payments in lieu of taxes to appropriate local governments within the Federal Columbia River power system for major transmission facilities which are located within their jurisdiction. Provides that such payments shall be made solely from the Bonneville Power Administration fund established by the Federal Columbia River Transmission System Act.
