Summary
States that if, on January 1, 1978, there is not available within the District of Columbia a suitable penal or correctional institution to which inmates confined in the Lorton Penal Institutions, Fairfax County, Virginia, might be transferred, the Attorney General may select a site in the District of Columbia and have erected thereon a penal institution. Directs the Attorney General to take such action after January 1, 1978, as may be necessary to dispose of the Lorton Penal Institutions.
