Summary
Amends the Agricultural Act of 1949 to state that the loan level for the 1980 and 1981 crops of upland cotton shall not be less than the loan level established for the 1979 crop. Reduces from 33 1/3 percent to 15 percent of the established price the payment rate factor in the formulae for the calculation of prevented planting disaster payments for the 1979 crops only of cotton, feed grains, rice, and wheat.
