Amends the Flood Control Act of 1946 to revise provisions for projects in the Brazos River Basin, Texas, to provide that a specified portion of the conservation storage capacity of the Belton Reservoir on the Leon River shall be available for water supply (as well as irrigation) purposes in the Leon, Lampasas, and Little River Valleys.
