A bill to provide an Indian mental health demonstration grant program.

Summary

Amends the Indian Health Care Improvement Act to direct the Secretary of Health and Human Services to competitively award at least ten mental health demonstration grants of no more than $1,000,000 each to assist Indian tribes and tribal organizations in meeting the costs of planning, developing, and implementing mental health care programs. Requires the Secretary to prescribe regulations for the awarding of such grants to ensure the consideration of the extent to which such programs would provide Indians with access to a mental health service delivery system that combines clinical approaches with traditional cultural approaches. Requires grant recipients to furnish certain information and to report to the Secretary at the close of the grant term. Requires the Secretary to report periodically to the Congress. Authorizes appropriations for FY 1990 through 1993. Directs the Secretary to establish within the Office of Research and Development of the Indian Health Service a technical assistance section to act as an information center for Indian tribes and tribal organizations regarding on-going mental health activities, programs, and services within Indian country. Terminates such section after submission of a final report to the Congress.
