Contracting Out Appeals Reform Act of 1989 - Amends Federal law on the procurement protest system to permit the Comptroller General of the United States to review and decide protests of Government employees relating to conversion to contractor performance of certain functions they perform. Amends the Federal Property and Administrative Services Act of 1949 to provide for judicial review of certain agency decisions relating to conversion.
