Directs the Secretary of the Army, acting through the Chief of Engineers, to construct a sediment retention structure near the confluence of the Toutle and Green Rivers, Washington, to control sediment flowing from eruptions of Mount St. Helens. Directs the Secretary to undertake conforming activities downstream for flood protection and navigation maintenance on the Toutle, Cowlitz, and Columbia Rivers.
