Summary

Social Services Block Grant Act - Consolidates Federal assistance to States for social services into a single grant. Authorizes States to provide social services including child care, day care, foster care, protective services, adoption assistance, emergency room and board, home management and maintenance, meals, health support services, family planning, transportation, rehabilitation, training, delinquency prevention, services to minors in the justice system, information, referral and counseling services, and other appropriate community and social services. Authorizes appropriations through fiscal year 1981. Directs the Secretary of Health and Human Services to make payments in accordance with the Intergovernmental Act of 1968. Sets forth grant limitations. Sets forth reporting and auditing requirements. Authorizes the Secretary to provide for: (1)training related to the purposes of this Act; and (2) ongoing activities of national or regional significance related to the purposes of this Act. Sets forth conforming amendments. Authorizes the Office of Management and Budget to define poverty and revise the definition annually. Makes transitional provisions.
