Summary

Federal Salary Act - Amends the Federal Salary Act of 1967 to require that pay recommendations transmitted by the President to Congress regarding rates of pay for Members of Congress and certain legislative, judicial, and executive branch employees be separately approved by Congress in order to take effect. Amends the Legislative Reorganization Act to require that salary adjustments for Members of Congress be approved by a specific resolution set forth in this Act. Prohibits any Member of Congress from receiving any such salary increase during the current term of office of such Member. Stipulates that the annual rate of pay for any position or individual whose salary is paid from appropriation made in a Legislative Branch Appropriation Act shall not equal or exceed the annual rate of pay for Members of Congress.
