Summary

Provides, under the Interstate Commerce Act, that whenever any carrier by railroad is unable to transport the traffic offered it because: (1) its cash position makes its continuing operation impossible; (2) it has been ordered to discontinue any service by a court; or (3) it has abandoned service without obtaining a certificate from the Commission; the Interstate Commerce Commission shall make such just and reasonable directions as will provide for the operation of the entire system of such carrier's lines, subject to specified conditions. Authorizes appropriations of sums necessary to carry out the purposes of this Act.
