Summary

Trade Readjustment and Development Enhancement for America's Communities Act of 2003 - Amends the Trade Act of 1974 to require the Secretary of Commerce to: (1) provide leadership, support, and coordination for a comprehensive management program to address economic dislocation in eligible communities; (2) coordinate the Federal response, and provide technical assistance, to eligible communities; (3) establish specific criteria for submission and evaluation of strategic plans; (4) administer grant programs established by this Act; (5) establish an interagency Community Trade Readjustment and Development Enhancement Working Group to examine other options for addressing trade impacts on communities; and (6) determine if a community that files an application is negatively impacted by trade and, if so, to certify the community as eligible for assistance. Sets forth: (1) criteria for making that determination; and (2) priorities in making grants, with preference to rural communities. Repeals the continued dumping and subsidy offset program (under which sums are distributed to affected domestic producers). Establishes the Community Trade Readjustment and Development Enhancement Trust Fund, which shall be available for the payment of readjustment assistance to communities.
