Poultry Consumer Protection Act of 1991 - Amends the Public Health Service Act to mandate a study and an annual report to specified congressional committees on the incidence of human infection from microbiological pathogenic contamination of the U.S. food supply with the salmonella group of bacteria and campylobacter jejuni.
