Summary
Student Financial Assistance Amendments Act of 1989 - Amends the Higher Education Act of 1965 (HEA) to revise student financial aid formulas by changing the student contribution rate from 70 percent to not less than 50 percent. Amends the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriation Act, 1989 to restore to college and university financial aid officers the discretionary authority to adjust Pell Grant awards to reflect a student's financial need. Amends HEA provisions for the reallocation of funds under the Supplemental Educational Opportunity Grants program to direct the Secretary of Education to give special consideration to institutions located in areas designated to receive assistance because of a major natural disaster.
