Summary

Grants the City of Mesquite, Nevada, the exclusive right, for 12 years, to purchase specified parcels of public land in Mount Diablo Meridian. Requires the proceeds of the sale of each parcel to be deposited into, and disposed of by the Secretary of the Interior from, the special account established under the Southern Nevada Public Land Management Act of 1998. Directs the Secretary to convey to the city specified public lands to be selected by the city from among other specified parcels in Mount Diablo Meridian. Withdraws all such parcels from entry and appropriation under the public land laws and from operation of the mineral and geothermal leasing laws for 12 years.
