Designates as wilderness within the National Wildlife Refuge System specified lands in Alaska, Arizona, California, Arkansas, Delaware, Hawaii, Oregon, Idaho, Maryland, Massachusetts, Minnesota, Wisconsin, Iowa, Illinois, Mississippi, Montana, Nebraska, Nevada, North Carolina, South Carolina, Vermont and Virginia.
