Summary

Life Cycle Costing Procurement Act - Directs the Administrator for Federal Procurement Policy to prescribe regulations requiring Federal agencies to purchase consumer products and motor vehicles on the basis of lowest life-cycle costs where such goods are purchased through any contract the total price of which exceeds $10,000. States that such life-cycle policy shall not impair any small business or labor surplus set-aside program or the operation of the provisions of the Buy American Act.
