Summary

Exempts from the provisions regulating the importation, manufacture, distribution, and storage of explosive materials, in addition to the current exemptions: (1) the importation and distribution of class C explosives ("Common Fireworks"); and (2) the distribution of class B explosives ("Special Fireworks") for use in a public fireworks display. Stipulates that such class B explosives are not exempt from such storage provisions which the Secretary of the Treasury may prescribe.
