Summary

Directs that additional cost-of-living increases in annuities which otherwise may be authorized between Match 2, 1975, and June 30, 1976, under the Foreign Service Act shall not be paid either during or after such period. Provides that the first such increase payable after July 1, 1976, shall be computed on the basis of the price index for the base month for that increase compared to the price index for the next preceeding base month as determined by the Secretary of State.
