Summary
Amends the Small Business Act to authorize the Small Business Administration to make loans to small businesses which are suffering substantial economic injury as a result of displacement by or proximity to a project constructed by a State or local government or public service entity which has the authority to exercise the right of eminent domain on such program or project, or by or with funds provided in whole or in part by the Federal Government.
