Summary
Transfers to the Secretary of the Interior all authority of the Secretary of the Army to: (1) revise the Missouri River Master Water Control Manual; and (2) operate the dams on the Missouri River governed by the Manual. Directs the Secretary of the Interior: (1) to complete the revision of the Manual not later than the date set for completion by the Secretary of the Army; and (2) after revising the Manual, to manage water resources projects formerly operated by the Corps of Engineers in accordance with it.
