Summary

Technology Administration Authorization Act of 2003 - Authorizes appropriations for FY 2004 through 2008 to the Secretary of Commerce for: (1) the Scientific and Technical Research and Services laboratory activities of the National Institute of Standards and Technology (NIST); (2) NIST facilities construction and maintenance; (3) the Teacher Science and Technology Enhancement Institute program; (4) the Manufacturing Extension Partnership Program; (5) activities of the Under Secretary for Technology and the Office of Technology Policy; and (6) activities of the Office of Space Commercialization. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to make nonprofit organizations eligible for Malcolm Baldrige National Quality awards for improvement in the quality of goods and services resulting from quality management. Requires a report from the Secretary to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science regarding the financial status of the National Technical Information Service.
