Provides, under the Regional Rail Reorganization Act, that the Federal subsidy of rail lines proposed for abandonment shall be increased to 100 percent for the first year of subsidized operation, 90 percent for the second year, 80 percent for the third year, and 70 percent for the fourth year and subsequent years. Requires the thorough analysis of branch lines before a final determination is made not to include them in the Consolidated Rail Corporation.
