Provides, under the Regional Rail Reorganization Act, that the Federal subsidy of rail lines proposed for abandonment shall be increased to 100 percent for the first year of subsidized operation, 90 percent for the second year, 80 percent for the third year, and 70 percent for the fourth year and subsequent years.
