Summary

National Oceanic and Atmospheric Administration Authorization Act of 2003 - Authorizes appropriations for FY 2004 through 2008 to the Secretary of Commerce (Secretary) for the National Oceanic and Atmospheric Administration (NOAA), including specified activities of: (1) the National Weather Service; (2) the Office of Oceanic and Atmospheric Research; (3) the National Environmental Satellite, Data, and Information Service; (4) the National Ocean Service; (5) the National Marine Fisheries Service; (6) the Office of Program Planning and Integration; (7) NOAA program support; and (8) the Office of Marine and Aviation Operations. Sets forth duties and authorities of the NOAA Administrator with respect to: (1) a business management fund; (2) an external research program; (3) hydrographic service volunteers; (4) an Office of Education; and (5) numbers of NOAA corps officers.
