Summary
Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to utilize a uniform cost report for all home health agencies, whether free standing or hospital based. Permits the Secretary, on a case-by-case basis, to grant exceptions to the cost limits applicable to home health services furnished by either a hospital or a free standing home health agency.
