Summary

Authorizes the Secretary of the Army to convey to Eufaula, Oklahoma, all U.S. rights and interests to specified real property at the Eufaula Lake project. Directs the Secretary, prior to the conveyance, to conduct an environmental baseline survey to determine contamination levels for which the United States would be responsible under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and any other applicable law.
