Summary
Environmental Research and Development Authorization Act - Directs the Administrator of the Environmental Protection Agency to establish a Science Advisory Board to consult with the Administrator on such matters where the Administrator shall determine that such scientific advice is desirable. Directs the Administrator to establish a program of long-term environmental research through the establishment of appropriate organizational entities and environmental research laboratories. Stipulates that funds appropriated to the Administrator for environmental research purposes shall, unless otherwise specified, be allocated in the following manner: 60 percent to the appropriate program office, 25 percent to the Office of Research and Development, and 15 percent to the newly-created Office of Long-Term Environmental Research. Authorizes appropriations to the Administrator for fiscal year 1978 for specified environmental research and development activities in the areas of air and waste management, water pollution control, toxic substances control, pesticides, and radiation. Directs the Chairman of the Council on Environmental Quality to report to the Congress and the President regarding coordination of environmental research and development activities.
