Summary
Directs the Secretary of the Interior to report on the suitability for inclusion in the National Wilderness Preservation System of any part of the Everglades expansion area. Makes such requirement effective: (1) on submission to the Congress of the proposed plan to restore and preserve the South Florida ecosystem required by the Water Resources Development Act of 1996; but (2) only if such plan does not specify that construction and water storage are required in the expansion area (as determined by the Secretary).
