Summary

Penalties Against Gang Violence Act of 1991 - Amends the Federal criminal code to prescribe: (1) penalties for promoting, furthering, or assisting in any felonious criminal conduct by the members of a criminal gang with knowledge that its members engage in a pattern of criminal gang activity; and (2) enhanced penalties for offenses committed knowingly for the benefit of, at the direction of, or in association with a criminal gang and for such offenses which result in serious bodily injury.
