Summary
Expands the Point Reyes National Seashore in California. Authorizes the Secretary of the Interior to: (1) acquire certain lands within such area (including development rights and conservation easements) with the consent of the owner (unless the Secretary determines that the lands are subject to, or threatened with, uses which are having or would have an adverse impact on the area); and (2) negotiate for the acquisition of lands specifically for trail purposes. Authorizes appropriations. Adds specified lands to the Golden Gate National Recreation Area.
