Summary

Older Americans Act Amendments of 1991 - Amends the Older Americans Act of 1965 to: (1) reauthorize and extend title III (Grants for State and Community Programs on Aging) and title VI (Grants to Native Americans) programs; and (2) require biennial publication of Administration on Aging goals; (3) include as purposes of the title III State grant program encouraging and assisting States and local communities to secure and support the participation of all sectors of the community in comprehensive and coordinated systems meeting the service needs of older individuals; (4) redefine "comprehensive and coordinated system"; (5) make the definition of "poverty line" reflective of the Office of Management and Budget's official poverty line; (6) change the requirements with respect to a State agency's development of a formula for distribution of grant funds to require the formula to take into account the State's low-income minority elderly and to direct the Commissioner of the Administration on Aging to approve such formula; (7) modify provider agreement provisions; (8) require the same State matching share for long-term care ombudsman service activities as is required for all other State service activities; (9) give States the option to permit or require certain service providers to charge fees for their services, under prescribed guidelines; (10) require State plans to contain assurances concerning safeguards with respect to plan elder abuse prevention services, regardless of the funding source for such services; (11) tie the funding for disaster relief reimbursements to the total appropriation for title IV of the Act; (12) revise the authorities for education and training and for research and development demonstration projects and other activities; and (13) make technical corrections to various provisions.
