Summary
National Merchant Marine Policy Act - Title I: Findings and Declaration of Policy - Declares the intent of Congress that this Act provide a system of ocean transportation regulation which promotes: (1) efficient and economical ocean transportation in the foreign and domestic commerce of the United States; (2) protection of the rights of shippers; (3) the lowest possible freight rates and the highest quality service to shippers and consumers; (5) U.S. exports; and (6) responsiveness to public needs. Title II: National Merchant Marine Policy Council - Establishes the National Merchant Marine Policy Council to coordinate merchant marine matters involving Federal departments and agencies. Sets forth the membership of the Council. Requires the Council to meet once every 90 days. Stipulates that all meetings of the Council must be open to the public. Establishes within the Council an Executive Committee, the Merchant Marine Promotion Committee, and the Merchant Marine Regulatory Policy Committee. Directs the Council to submit to the President for transmittal to Congress annual reports on the activities and recommendations of the Council.
