Summary

Vietnam Contingency Act - Establishes the Vietnam contingency fund, and authorizes to be appropriated not more than $100,000,000 to carry out humanitarian and withdrawal purposes in South Vietnam. Authorizes the President to use the armed forces, if necessary, to withdraw United States citizens and their dependents. Authorizes the President, under specified conditions, to use United States Armed Forces to assist in bringing out endangered foreign nationals. Declares that the authority in this Act is intended to constitute specific statutory authorization under the War Powers Resolution. Authorizes to be appropriated for fiscal year 1975 $100,000,000 for the purpose of providing humanitarian assistance. Requires these funds to be furnished under the direction of the United Nations or other relief organizations. Directs the President each 90 day period to report to the House of Representatives and the Senate on the progress of such assistance.
