Summary
Amends the Congressional Budget Act of 1974 to prohibit, beginning with fiscal year 1982, any new program costing $10,000,000 or more in any fiscal year from being implemented until such program has been tested on a pilot basis for at least one year with an expenditure of not more than ten percent of the highest annual budget outlay for such program authorized by Congress or estimated by the Congressional Budget Office for any fiscal year.
