Summary

Amends the Tariff Schedules of the United States to add Romania to the list of communist countries the imports from which are subject to the column two rate of duty. Prohibits granting nondiscriminatory (most-favored-nation) treatment to the products of Romania. Prohibits entering into a commercial agreement with Romania pursuant to the Trade Act of 1974 Prohibits Romania from participating in any program under which the United States extends credit, credit gruarantees, or investment guarantees.
