Summary
African Development Fund Act - Authorizes the President to accept participation for the United States in the African Development Fund. Authorizes the President, by and with the advice and consent of the Senate, to appoint a Governor and Alternate Governor of the Fund. States that the Governor shall, on the instructions of the President, cast the votes of the United States for the Director to represent the United States in the Fund. Restricts the power of any person or agency from taking any action that would increase the United States obligation to the Fund. Authorizes to be appropriated as the United States annual subscription to the Fund $15,000,000 annually.
