Summary
Cutting Rampant Access to Crack Kits Act of 2023 or the CRACK Act of 2023 This bill prohibits the use of federal funds that are made available for treating substance use disorders to procure or distribute pipes (or other cylindrical objects) for smoking or inhaling illegal substances. Currently, some harm reduction programs distribute safe smoking kits that include glass stems, alcohol swabs, and other materials to prevent infectious diseases or injury from contaminated drug paraphernalia.
