A bill to direct the Army Corps of Engineers to undertake certain studies affecting waters within the States of South Dakota, Montana, and Nebraska.

Summary

Directs the Secretary of the Army, through the Chief of Engineers, to conduct a study of the Madison aquifer in the States of Montana, Nebraska, South Dakota, and Wyoming to determine whether the transportation of coal in a coal slurry pipeline will affect the quantity or quality of ground or surface water in such States. Prohibits a right-of-way or permit for a coal slurry pipeline that is expected to utilize ground water from the Madison aquifer from being granted or issued by a Federal agency until 90 days after the Secretary reports to the Governors of Montana, Nebraska, and South Dakota under this Act. Provides for a permanent prohibition under certain conditions.
