Summary

Amends the Water Resources Planning Act of 1965 to authorize appropriations not to exceed $6,000,000 for fiscal year 1978 for river basin commissions. Repeals the annual limitation on appropriations for river basin commissions and the Water Resources Council. Authorizes the appropriation of not more than $2,000,000 for fiscal year 1978 for the Water Resources Council. Repeals restrictions on the use and transfer of funds appropriated for the preparation of river basin plans and assessments. Authorizes the appropriation of $3,905,000 for fiscal year 1978 for such preparation.
