Summary

Permanent Federal Courts Study Act - Establishes the Federal Courts Study Commission and the Federal Courts Advisory Council on the Future of the Judiciary. Describes the purposes, memberships, and powers of the Commission and the Council. Directs the Commission to: (1) conduct a study of the jurisdiction of United States courts and report to Congress and the President thereon; (2) recommend revisions to the Constitution and laws of the United States; (3) collect and review studies on the effectiveness of the courts; (4) develop a long-range plan for the judicial system; and (5) report to the Council at specified times. Directs the Council to: (1) review the findings of the legislative study group; (2) provide continuity to and oversee the ongoing study of the judiciary; and (3) report to Congress and the President on the findings of the Commission. Terminates the Commission 90 days after submission of its final report to the Council. Authorizes appropriations to carry out the provisions of this Act.
