Summary
Directs the Secretary of the Interior to convey, without consideration and subject to valid existing rights, all right, title, and interest of the United States in and to a specified parcel of land to the town of Frannie, Wyoming. Reserves any oil and gas rights for the United States. Revokes a special use permit and two Secretarial Orders issued by the Commissioner of Reclamation with respect to the land.
