Summary
Requires the Secretary of Defense to transfer $6.5 billion of unobligated funds appropriated under the Department of Defense Appropriations Act, 1996 for FY 1996 to the Violent Crime Reduction Trust Fund to be used only for community-oriented policing programs. Requires the Secretary to allocate such amount from among the Department's programs for which funding was not requested in the 1996 budget request of the President.
