Imposes criminal penalties of not more than a $5,000 fine, or imprisonment for not more than ten years, or both for the conviction of anyone who steals, or attempts to steal, any obligations or securities of the United States valued at $5,000 or more or receives such stolen securities for sale, or attempts to receive such for sale.
